Proposed Change to Spouse Membership Criteria

During the September 2011 Board of Directors (BOD)
Meeting, proposals were considered to make a change in
the definition of Associate Spouse membership contained in
SMART Corporate Bylaws Section 4.03.E.  Since this
proposed change constitutes a significant change of the
Bylaws, a 2/3 affirmative vote of the voting membership is
required to approve the change.  This change is to remove
the word "Regular" from the definition of Associate Member,
Spouses, thereby allowing the spouses of all members of
SMART to become Associate Members.  If approved, the
new section of the Bylaws would read as follows:

4.03.E  SPOUSES:  Spouses of SMART members.
Rationale:  By limiting the Associate Spouse
membership to only the spouses of Regular Members, a
significant number of spouses are excluded from
becoming Associate Members of SMART.  By changing
the wording of Section 4.03.E from "Spouses of regular
members of SMART" to "Spouses of SMART members",
all spouses are afforded an equal opportunity to become
Associate Members of SMART.
The vote on the proposal will take place
using the following methods:
1.  Paper Ballot: (USPS mail to SMART HQ) Type or write a Ballot similar to the one
below, or simply type or write one of the following sentences:
"I vote FOR the change to Section 4.03.E"  
OR  "I vote AGAINST the change to Section
4.03.E".
Place your ballot in an envelope with your SMART Member Number and the word
"Ballot" printed on the outside of the envelope.
Each member must use a separate
ballot.
Seal the envelope and place it inside another envelope.  Place nothing else in
the "Ballot" envelope.  Address the outer envelope to:
SMART HQ, 600 University Office Blvd. 1A, Pensacola, FL 32504
Ballots must be received at HQ by August 27, 2012.
2.  Email Ballot:  A ballot may be submitted by email to smart@smartrving.org.  The
Subject Line of the Email must read "Associate Spouse Ballot".  
The

"I vote FOR the change to Section 4.03.E"
OR "I vote AGAINST the change to Section
4.03.E".
Your SMART Member Number must be included in the email for the ballot to be
counted.  Each member must use a separate email to vote.

Ballots must be emailed by midnight Central time, August 27, 2012.
3.  In Person:  A ballot may be submitted in person either at SMART HQ in Pensacola,
Florida during regular office hours
OR at the 2012 National Muster in Goshen, Indiana.
If voting in person at HQs, ballots must be submitted by 4 pm, Central time,
August 27, 2012.
